Legalization of non-medical cannabis in the United States

In certain places of the USA, it is not criminal to use cannabis for recreation. (That is different than using cannabis to treat medical conditions; That use can als be done, without breaking laws).
In certain places of the USA, it is not criminal to use cannabis for recreation (versus using cannabis to treat medical conditions). People generally do not have to go to jail for this. However, there is a "civil penalty" for this, because this is a dangerous drug. It does not matter whether you use it or not, because merely keeping large amounts of cannabis without a licence or government permission is law-breaking.[1][2]
This pattern of decriminalization of "recreational cannabis" started in the 1970s. Oregon was the first state to do so.
