Byron Moreno (born 23 November 1969) is a former Ecuadorian football referee. He has been suspended for his job, because he showed illegal red cards. He was also arrested in New York for the possession of the illegal drug heroin and was fined for drunk driving.

During the 2002 FIFA World Cup Round of 16 match on June 18, referee Byron Moreno drew intense criticism for several highly controversial decisions that ultimately led to Italy's shocking 2-1 extra-time elimination by co-hosts South Korea. Moreno first awarded South Korea a contentious first-half penalty, which was ultimately saved, and later failed to penalize South Korea's Taeyoung Kim for elbowing Alessandro Del Piero in the face. The match grew more disputed in extra time when Moreno issued Francesco Totti a second yellow card for a perceived dive despite contact from a defender, and subsequently disallowed Damiano Tommasi’s potential match-winning golden goal for a questionable offside call.
